01/10 Agency workers: Rights won, flexibility lost?

After many years of discussions and debates, drafts and redrafts, in November 2008 the EU finally agreed on a framework for amending and improving the rights afforded to agency workers in the form of the Directive on Temporary Agency Work (the 'Directive'). The deadling for implementation of the Directive into local law is 5 December 2011, but the UK Government has already published drafts regulations for consultation (the 'Regulations') and proposes to bring them into force in October 2011.
The attached note summarises the main changes envisaged by the Regulations, the outstanding areas of difficulty and the implications for businesses.
